2019년 제14회 제주포럼 개회식이 30일 오전 10시20분에서 11시20분까지 ICC 탐라홀 A 에서 개최됐다.

세계 평화와 인류 공동의 번영을 위해 힘써 오신

귀한 분들께서 이번 제14회 제주포럼을 빛내주고 계십니다.

First of all, I would like to acknowledge some of our most distinguished guests for their endeavors to advance world peace and human prosperity.

오늘날 세계는 매우 심각한 국제적 위기에 직면해 있습니다.

많은 문제들은 ‘비평화’ 상태를 야기합니다.

기후변화로 인한 재난･재해, 무분별하게 버려지는 플라스틱으로 인한 해양오염, 국경을 넘나드는 미세먼지 등은 인류의 생존과 평화를 위협하는 ‘글로벌 리스크’로 부상했습니다.

Our world is now facing serious ‘peacelessness’ challenges. These include natural hazards triggered by climate change, ocean contamination caused by littering plastic wastes, and transnational air pollution due to elusive particulate matter. They have become ‘global risks’ because they pose a greater threat than ever to human survival and peace.

평화는 안보 영역에만 국한되지 않습니다.

제주는 평화 개념의 확장을 통해 ‘새로운 평화’를 실천해 나가기 위해 노력하고 있습니다.

제주포럼에서 논의하는 평화담론도 평화와 안보를 넘어 경제･문화･환경 등 다양한 분야로 확장해 나가고 있습니다.

In other words, our world is recognizing ‘peace’ to have become inclusive of areas other than just national security. This is why Jeju is striving to realize this ‘new peace’ by shifting to the widened concept. Accordingly, the range of peace discourse in the Jeju Forum is not limited merely to traditional security issues, but expanded to a variety of fields such as economy, culture, environment, etc.

지난 2015년 제주포럼에서 저는

▲청정 제주의 대자연이 주는 ‘치유의 평화’

▲다양한 가치와 이해를 모두 포용하는 ‘관용의 평화’,

▲에너지의 생산과 소비 전 과정이 평화롭게 이루어지는

‘에너지 평화’를 제안한 바 있습니다.

By the way, I proposed at the Jeju Forum 2015, ‘Peace from Healing’ that is a gift from clean Jeju nature, ‘Peace from Tolerance’ that we gain by being inclusive of multiple values and interests, and ‘Peace in Energy’ that directs us to achieve peace in the entire energy process from generation to consumption.

이를 위해 제주는 2030년까지 모든 전력 생산을 새로운 에너지로 전환하고, 모든 차량을 전기차로 대체하는 ‘카본 프리 아일랜드 2030’ 프로젝트를 추진하고 있습니다.

Along those lines, we are advancing ‘Carbon Free Island 2030’ projects where all our power generation will shift to alternative energy, and all passenger vehicles will be replaced by electric ones.

최근에는 국경 없는 미세먼지에 대한 공동의 책임의식을 가지고 ‘더스트 프리 제주’를 추진하고 있습니다.

Recently, we commit ourselves in tackling the transnational issue of fine dust, and push forward a ‘Dust-free Jeju’ campaign.

파란 하늘과 맑은 공기, 깨끗하고 아름다운 자연환경은 유네스코가 인정한 ‘환경 보물섬’ 제주의 자랑입니다.

Jeju is proud of its blue sky, fresh air and clean natural environment. It is an ‘environmental treasure island’ endorsed by UNESCO.

환경과 생태의 회복탄력성을 높이기 위해 제주 미래비전으로 ‘청정과 공존’을 설정했습니다.

We have set ‘Clean and Coexistence’ as a future vision of Jeju to boost its resilience of environment and ecosystem.

제주가 만들어내는 새로운 가치와 경험이 대한민국뿐만 아니라 세계와 공유하고 확산될 수 있도록 책임감과 자신감을 가지고 더 노력해 나갈 것입니다.

We will make more effort with confidence and commitment in both expanding and sharing the new values and experiences of our own, with the world, as well as the central government of South Korea.

이번 제주포럼의 대주제는 ‘아시아 회복탄력적 평화를 향하여 : 협력과 통합’입니다.

As you know, the Jeju Forum introduced as its theme for this year “Asia Towards Resilient Peace: Cooperation and Integration.”

회복탄력적 평화는 불안정한 평화를 확실한 평화로 만들고, 위기 상황에서도 균형점을 찾아 지속가능한 공존을 가능케 하는 길입니다.

Resilient peace is an effective way to turn insecure peace into a secured one and to find a balance point to realize sustainable coexistence even under security crises.

제주도민들의 가슴에는 71년 전 냉전의 소용돌이 속에서 발생한 4·3의 뼈아픈 상흔이 각인되어 있습니다.

수많은 선량한 사람이 희생됐고, 지역공동체가 파괴되었습니다.

In their heart, Jeju people have the deepest wounds that remain from the turmoil

of the Cold War 71 years ago. Countless innocent lives were lost, and many communities were destroyed.

그러나 제주도민들은 대립과 갈등을 화해와 상생의 정신으로 4·3을 해결하기 위해 힘을 모아 왔습니다.

But, the Jeju people have stuck together in order to resolve the division and conflict of the April 3rd Incident in a spirit of reconciliation and coexistence.

대한민국 정부는 4·3의 아픈 역사를 극복해 나가고 있는 제주도민의 노력과 경험을 인정하고, 이를 기념하기 위해 2005년 제주를 ‘세계평화의 섬’으로 지정했습니다.

The government of South Korea acknowledged the Jeju people as having been overcoming the painful history of the April 3rd Incident, and commemorated this by enlisting Jeju Island as an “Island of World Peace” in 2005.

이를 계기로 제주도와 도민들은 4·3의 아픈 역사 앞에 모두가 피해자라는 데 공감하며, 서로 관용하고 함께 치유하는 회복탄력적 평화를 실천하고 있습니다.

This has served as a momentum for the Jeju government and citizens to share the belief that we are all victims of the painful history of the April 3rd Incident, and to make efforts to realize the resilient peace through which we feel tolerance for each other and heal together.

관용과 치유를 통해 화해와 상생, 평화와 인권을 실천해 온 제주4·3이 아시아의 회복탄력적 평화를 구축하는 실천적 토대가 될 수 있기를 기대합니다.

Since in its resolving the April 3rd Incident, Jeju made the case of advancing reconciliation and coexistence as well as peace and human rights through tolerance and healing, I anticipate the case of Jeju to exemplify a modus operandi for Asia to establish resilient peace in Asia.

북한 비핵화는 지구촌 최대의 안보 현안입니다.

North Korea’s denuclearization issue is probably the biggest risk to global security.

전례 없는 남·북 및 북·미 연속 정상회담은 북한이 핵 포기를 선언하고, 국제사회가 주도하는 비핵화 프로세스가 가동될 것이라는 기대를 갖게 했습니다.

Unprecedented summits at such short interval have brought us hope that North Korea will declare its denuclearization and the international community soon take part in initiating a denuclearization process.

그러나 베트남 하노이에서 열린 2차 북미 정상회담은 이른바 ‘하노이 노딜’로 끝났습니다.

But, the second summit between North Korea and the USA held in Hanoi, Vietnam ended with the so called, “Hanoi No Deal.”

비핵화 협상 타결의 핵심 조건은 진정성입니다. 진정성 없는 대화로는 비핵화의 퍼즐을 풀 수 없습니다.

The core condition of determining nuclear deal is truthfulness. It has been demonstrated that dialogue without truthfulness cannot solve a nuclear puzzle.

비핵화가 이루어진다면, 북한은 체제보장만이 아니라 북한 주민들의 먹고사는 문제가 해결될 수 있고 인간다운 삶을 영위할 수 있게 될 것입니다.

It is the denuclearization that will guarantee North Korea its regime security and help North Koreans to meet the basic necessities of life and live as human beings.

나아가 북한 경제 발전을 위한 국제사회의 지원과 협력도 이어질 것입니다.

On top of it all, the international community will provide North Korea with support and cooperation to boost its economy.

다시 한 번 강조하지만, 북한의 미래는 핵 폐기에 달려 있습니다. 그리고 북한 비핵화는 한반도 평화 프로세스의 신호탄이 될 것입니다.

I cannot stress enough the importance of the North Korea’s denuclearization. It will determine the future of North Korea. It will also herald a peace process on the Korean Peninsula.

김정은 국무위원장의 진정성 있는 핵 포기 결단을 촉구합니다.

I call on Supreme Leader of North Korea Kim Jong-un to make a truthful resolution on denuclearization.

남과 북, 국제사회 모두 용기와 인내를 가지고 북한의 비핵화를 위해 협력하고, 지혜와 정성으로 북한의 정상국가화를 지원할 것입니다.

We two Koreas and the international community will bravely and patiently support North Korea’s denuclearization and be committed to help with its normalization.

우리 제주도 역시 이 같은 움직임에 적극 동참하겠습니다.

Jeju will actively take its part in this move, too.

제주는 ‘비타민C 외교’로 전국 지방자치단체 가운데 처음으로 남북 교류협력의 물꼬를 텄습니다.

Jeju Special Self-governing Provincial Government has been the first among Korean local governments to pioneer inter-Korean exchanges by means of “Vitamin C” diplomacy.

남북 교류협력을 선도해온 제주포럼에 북한 측 대표를 초청해 한반도 평화 정착의 큰 길을 여는 계기가 될 수 있도록 노력하겠습니다.

As Jeju has been playing a leading role in inter-Korean exchanges, next year we will invite North Korea to join the Jeju Forum, so that it can provide an opportunity to start a grand new chapter of establishing a peace process in the Korean Peninsula.

2001년 시작된 제주포럼이 어느덧 20여 년에 이르고 있습니다.

Jeju Forum began in 2001, so it has been almost 20 years since its birth.

그동안 제주포럼에는 80여개 국가의 영향력 있는 정계･학계･비즈니스계의 글로벌 리더들이 다수 참여해 왔습니다.

During this period, many influential global leaders of politics, academies and businesses in around 80 countries have taken part here.

이제 아시아의 평화와 번영을 논의하는 대한민국의 대표적인 공공포럼으로 자리매김하고 있습니다.

It has become a model public forum representing South Korea where the agenda of peace and prosperity is discussed.

제주포럼은 확장된 평화 개념에 기초해 핵무기나 미사일 같은 ‘전통적 안보위협’뿐만 아니라 기후변화나 해양오염, 미세먼지 등 ‘새로운 평화 위협’에 공동 대응해 나가는 평화의 중심무대가 될 것입니다.

Jeju Forum will be a center stage in Asia on which collective responses based on extended peace concepts take place to deal with “new peace threats” including climate change, ocean contamination, and fine dust as well as the “traditional security threats” such as nuclear weapons and missiles.

특히 제주는 제주형 평화로 새롭게 개념화한 ‘치유의 평화’, ‘관용의 평화’, ‘에너지 평화’를 통해 환경과 인간이 공존하는 환경보물섬을 지켜 나가겠습니다.

그리고 명실상부한 ‘세계평화의 섬’으로서의 역할도 충실히 수행해 나가겠습니다.

In particular, with new peace concepts in mind, “peace from healing”, “peace from tolerance” and “peace in energy,” we will preserve the environmental treasure island where environment and humans can coexist. Also, we will not forget to play our role as an “Island of World Peace.”

‘환경의 보물섬’ 제주에 머무시는 동안 청천정기(靑天淨氣)한 제주의 찬란한 봄을 만끽하시길 바랍니다.
